Abstract: After a major build up in which a multitude of scenarios were widely discussed and envisioned, the full opening of the border between Mexico and the United States (U.S.) for sugar and high fructose corn syrup (HFCS) finally took place on January 1, 2008.While trade flows of both products increased somewhat, the massive rise in exports of Mexican sugar to the U.S. and the effects on U.S. domestic producers failed to materialize, for the time being at least.
