Abstract: With the open-door policy introduced by Mr Deng Xiaoping in 1978, substantial reforms have taken place to liberalise China's grain system. However, as the Chinese government's definition of food security encompasses grain security, government intervention in the whole grain system, including grain production, distribution and trade, has remained significant.
